Trade Deal Progress: Trump and Xi Set for First Meeting Since 2019

Kuala Lumpur, Malaysia – Recent trade discussions between the United States and China have generated optimism that President Donald Trump and President Xi Jinping will finalize a significant trade agreement aimed at easing ongoing tensions. This marks their first in-person meeting since 2019.

On Sunday, US and Chinese officials reported substantial progress during their negotiations held over the weekend at the ASEAN summit in Kuala Lumpur. The successful talks have heightened expectations for a productive encounter between Trump and Xi, scheduled for Thursday at the APEC summit in Gyeongju, South Korea.

US Secretary of the Treasury, Scott Bessent, informed reporters that a preliminary "framework" had been established for the leaders to discuss in South Korea. In an interview with NBC News, Bessent expressed confidence that an agreement would be reached, potentially delaying China’s proposed export controls on rare earth materials and avoiding the 100% tariff Trump has threatened on Chinese imports. He also noted that China had agreed to make significant purchases of US agricultural products, which would greatly benefit American soybean farmers.

Chinese Vice Premier He Lifeng, who leads Beijing’s trade negotiations, confirmed that both sides had reached a "basic consensus" on addressing mutual concerns. He stated that they would work to finalize specific details and initiate domestic approval processes, according to a statement from China’s Ministry of Commerce.

The positive news from the negotiations has resulted in a surge in Asian stock markets. Japan’s Nikkei 225 and South Korea’s KOSPI both achieved record highs, with increases of approximately 2.1% and 2.3%, respectively, shortly after midday local time. Meanwhile, Hong Kong’s Hang Seng index also saw notable gains, rising by about 0.85%.

After the ASEAN summit, Trump departed for Japan to meet with newly elected Prime Minister Sanae Takaichi, before heading to South Korea on Wednesday. While the US president has imposed significant tariffs on nearly all trading partners, he has indicated that China may face the highest levies.

The global community is eagerly awaiting a resolution to these tensions, as a full-blown trade war could have devastating consequences for the worldwide economy. Earlier this month, China escalated tensions by announcing new licensing requirements for companies exporting rare-earth magnets and certain semiconductor materials. These rules, effective December 1, have raised concerns about potential disruptions to global supply chains.

Rare earth elements, which include minerals like holmium, cerium, and dysprosium, are essential for manufacturing a wide range of high-tech products, from smartphones to electric vehicles and military aircraft. In response to China’s recent actions, Trump has threatened to impose a 100% tariff on Chinese goods starting November 1.

Analysts suggest that the back-and-forth actions of both nations are strategic moves to gain leverage ahead of the upcoming Trump-Xi summit. As negotiations progress, many hope for a resolution that can foster a more stable global trade environment.
