While specific details on the funding source were not disclosed, the OMB clarified that these funds would come from a defense research and development budget that remains accessible for two years.

So far, approximately 750,000 federal employees, representing about 40% of the total workforce, have been furloughed or sent home without pay. The administration has initiated layoffs across at least seven agencies, affecting around 4,000 workers. As both major political parties continue to exchange blame for the shutdown, the Trump administration is committed to finding innovative solutions to sustain essential services.

On a positive note, Homeland Security Secretary Kristi Noem announced that her department had identified an "innovative" method to ensure the Coast Guard members receive pay, although she did not provide further details on this initiative.

Additionally, tariff revenue is being earmarked to support the Special Supplementation Nutrition Program for Women, Infants, and Children (WIC).
