FBI Investigates Sexual Assault Allegations on Carnival Cruise Ship
The FBI is currently looking into allegations of sexual assault that occurred aboard the Carnival Breeze cruise ship. An FBI spokesperson confirmed to KHOU 11 that the incident took place while the ship was docked in Galveston, Texas, after returning from a cruise on Monday, July 28, 2025.
"FBI Houston is aware of allegations of a sexual assault that occurred on the Carnival Breeze cruise ship, which docked in Galveston," the spokesperson stated. "As is standard procedure for crimes occurring on cruise ships, an FBI Maritime Liaison Agent from the Texas City Resident Agency is collaborating with the U.S. Coast Guard (USCG), Customs and Border Protection (CBP), and the cruise line to investigate this matter. In accordance with our protocols for case reviews and ongoing investigations, we will not be able to provide further details or updates at this time."
The Carnival Breeze cruise lasted four days and included a stop in Cozumel, Mexico.
In addition to the sexual assault investigation, the FBI is also probing a separate incident involving a death aboard another Galveston-based cruise ship, the Carnival Dream. According to an FBI Houston spokesperson, this incident occurred on July 23 and is part of their standard practice to investigate deaths on cruise ships, ensuring transparency throughout the process.
"It is important to clarify that this routine protocol does not automatically indicate suspicious circumstances," the spokesperson explained. "The facts surrounding this incident do not suggest any foul play. We extend our deepest sympathies to the family and loved ones of the deceased during this challenging time."
The Galveston County Medical Examiner’s Office has identified the deceased as 48-year-old Euvelester Villarreal Jr., who reportedly passed away from natural causes.
